Director of Brazil President Office meets Deng Liangyue, the President of WFAS and
Zhang Xiaorui, Official of WHO
2008-5-22 Rouberdo, Director of Brazil President office meets Zhang Xiaorui,
coordinator of WHO Traditional Medicine, fundamental medicine and
medicine policy department and Deng Liangyue, the President of WFAS, who
are attend the first Brazil traditional medicine and alternative
medicine international seminar held by Brazil Health Ministry. Rouberdo,
at the present of Lora, the president of Brazil, express the warm
welcome and best regard to visitors.
Dr. Zhang Xiaorui highly praising the united medical system of
Brazil, and thinks that it plays an important role in citizen health and
treatment. Meanwhile, Brazil attaches importance to absorbing
traditional and alternative medicine into the national health care
system, and relevant laws was passed in 2006.
Zhang Xiaorui says that the traditional medicine and alternative
medicine therapy, such as herbal therapy, homoeopathy, manipulation, has
accepted wildly all over the world; not only developing countries, but
also in developed countries. For example, 80% of the people are enjoying
the relevant therapy.
Currently, application of traditional medicine and alternative
medicine therapy is increasing. But according to investigation of WHO
and governments, following issues are existing in lots of countries:
lack of relevant data and research documents; lack of management system;
problem on quality monitor and control such as exceed of heavy metal,
etc; misunderstanding of public to traditional medicine and alternative
medicine; lack of reliable supplier of acupuncture and herb.
Though it is influenced by unacceptable or contrast ideas of west
medical doctor, herb and acupuncture therapy, with the support and help
of WGO, has been accepted in more and more countries. Countries like
France, Germany, and Norway has legislated for absorbing traditional and
alternative medicine into national health care system. According the
regulation which was passed by Norway government in 2003, both doctor
who accept traditional medicine training or graduated at medical
college, have access to traditional and alternative medicine after pass
the examination on acupuncture and TCM and reach the basic level.
Professor Deng expresses the acknowledgement to Joubert for his
greeting message to 20th anniversary of WFAS in October, 2007, which was
a enormous support to WFAS and even acupuncturists all over the world.
Thanks president of Brazil and Mr. Rouberdo for enormous care and
support to the development of acupuncture in Brazil.
Prof. Deng says alternative medicine has been attended and applicated
in more and more countries. Easy-obtained, inexpensive, and effective,
acupuncture is an effective way to bring about everyone in the world
enjoys medical care—the objective of WHO, and handle the problem of high
price of treatment. In some countries, acupuncture has been absorbed
into the mainstream medical system and along with modern medicine, bear
the burden of citizen medical care service.
The discussion on who should do work about acupuncture lasts during
the two decades since WFAS was founded. As president of WFAS, Prof. Deng
has visits lots of countries, and discuss about the issue with both
acupuncture and western medicine doctor there. He says that in his
opinion, the key to the issue is standardization of education and
management. At present, traditional medicine education has been pulled
into regular universities, unfold formal school record and continuous
education, and accept TCM and acupuncture as course in university
training. Along the implement, presented by WHO, concrete regulation and
requirement to school record and continuous education has been
developed.
For becoming a qualified acupuncture doctor, both western and
non-western doctor ought to systematically study acupuncture theory and
secure operation regulation; because theory system and secure operation
regulation of acupuncture is unique and special. At present,
standardization of regular and continuous education is being emphasized
in more and more countries.
Fundamental training and secure regulation has been established by
WHO, in which contained the provision on acupuncture education: 2500
hour-training (no less than 1000 hours clinical practice) is required to
the one who is non-doctor but expects to be an acupuncturist; 1500
hour-training (no less than 1000 hours clinical practice) is required to
the one who has western medicine quality but expects to be an
acupuncturist; 200 hour-training is required to the one who has western
medicine quality but expects to take acupuncture as a medical
technology.
Prof. Deng says WFAS wishes wild spread and abundant fruit of acupuncture in Brazil.
After hearing two specialists’ introduction, Rouberdo says that TCM
and acupuncture is welcomed by in from president to common people
Brazil. Many people in Brasilia enjoyed excellent and effective
acupuncture therapy of Dr. Gu Huhang. TCM and acupuncture is recommended
and supported by WHO, therefore we will seriously research the
experience of acupuncture development in other countries to do
everything as we can to advance the development and legalization of TCM
and acupuncture.
Brazil TCM and Acupuncture-Moxibution Society Honorary president, Gu Hanghu and President, Hui Qing, also attend the meeting.
On night of May, 14, Brazil TCM and Acupuncture-Moxibution Society
holds a banquet in Longfugong Chinese restraint to greeting Coordinator
Zhang Xiaorui and Prof. Deng Liangyue. Rouberdo, Director of Brazil
